Organizational Development and Team Training for GIZ in Afghanistan

 

Task

Working on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the GIZ is implementing develoment-oriented emergency and transitional aid programmes in five northern provinces of Badakhshan, Kunduz, Takhar, Balkh and Samangan. The measures are designed to generate visible results in the field of infrastructure, basic social services and agriculture.  The GIZ Team is confronted with serious challenges: Due to the security situation the mobility is restricted to a minimum. The implementation procedure, assessments and the M&E system has to be adopted to the fragile context. The team decided to revise the tasks division and responsibilities to establish a flexible but reliable implementation strategy of the projects. Furthermore, the project strategy, the cooperation management, the steering mechanisms, the process hierarchy and the Learning components of the programmes should be assessed. For team building purposes, a training has been suggested to introduce the national staffs to GIZ Management tools.

  • Facilitation of a 6-days Capacity WORKS Training for national and International staffs along the actual engagement of GIZ DETA in Northern Afghanistan

 

Results

The GIZ Core Team in Kunduz und Taqhar has a flexible managment organization which is aligned to the actual context but also the operational and adminstrative requirements. The whole Team has a common and shared understanding about the programmes and its management tasks. Solutions have been jointly elaborated. This process contributes to an improved team building.
