Evaluation of the Cooperation between Germany and United Nations Relief and Works Agency (UNWRA)

 

Task
The Budget Committee of the German Federal Parliament has demanded a report about the specific measures in the context of the Germany’s voluntarily contributions towards international Agencies (non-earmarked contributions). This Evaluation is part of the overall efforts of AA and BMZ to meet this demand. This evaluation assesses specifically the bilateral support to the Palestinian Refugee Agency UNWRA by AA / BMZ from 2003 to 2008 in the context of emergency relief and the development-oriented emergency aid. Furthermore, the evaluation should assess the quality of humanitarian interventions in Lebanon, Jordan, Westbank and Gaza, especially in light of the ongoing decentralisation process of UNWRA.

  • Assessment of the cooperation system on the basis of its relevance, effectiveness and efficiency
  • Assessment of the institutional capacities of UNWRA, specifically in regard to the ongoing decentralisation process
  • Assessment of selected intervention in different areas of operation (Lebanon, Jordan, P.A. Gaza and Westbank)   


Result
The Foreign Ministry and German Foreign Ministry (AA) and the Federal Ministry for Economic Cooperation and Development (BMZ) do have an overview about the portfolio and the level of cooperation and are in the position to adopt the cooperation system and the bilateral support to UNWRA according Germany’s political agenda.
